  • With two (2) First Aiders who are currently employed in Container Yard(CY).
Superior: General Manager(GM)
Subordinate: Personnel Staff(PS)
Employees: Office employees including Accounting, Export, Operations, Quality, Warehouse and Trucking/Logistics units
Duties in Brief: Responsible for the overall management of the expansion HR unit, that includes policy making, recruitment and selection,  performance management, compensation and benefits, employee discipline and training development.
Duties and Responsibilities: Responsible for the manpower development planning particularly recruitment and selection, including employment services, the Human Resource Information system, Compensation & Benefits, and other government or statutory compliances.
Facilitate manpower requests of various units, ensuring that they are compliant to the labor law.
  • Personnel Officer shall handle the Manpower Request Form(MRF) making it sure it was duly signed by the signatories namely the GM and Finance Vice President(FVP), and as endorsed for job posting and screening. 
  • Personnel Officer can do the initial interview based on the MRF basic requirements and will let the head of the requesting unit to interview thereafter.
  • With satisfactory screening, the Personnel Officer shall give corresponding Job Offer coupled with basic requirements for candidate’s compliance through official email correspondences. 
  • Personnel Officer shall make an employment contract (contractual, probationary, or project-based) for the newly hired employee and process his/her company ID, uniforms and needed tools, as needed; Contracts in five sets are to be notarized accordingly with the company’s legal retainer;
  • Evaluations on the 1st month and 2nd month shall be facilitated in coordination with immediate superior(s) and  shall be facilitated by Personnel Officer; Evaluation Forms are to be endorsed to Management for whatever status (regular or for dismissal).
Training and Development including Employee Discipline and Welfare
  • Personnel Officer handles strategic human resource planning and directions that are aligned to the operational requirement of the company. 
  • Personnel Officer will establish training needs recommendations inorder to facilitate the proper training needs of the employee.
  • Personnel Officer handles several administrative hearings between superior and subordinate,  and to determine the offense and penalty as based in the code of conduct and the chart of penalties.
  • Personnel Officer also coordinates with external contacts like the government agencies e.g DOLE, SSS, HDMF, PHIC, BIR, insurance providers, hospitals, company lawyers, consultants and other business partners. 
Performance Management  
  • Personnel Officer is in-charge of employees’ performance appraisals including their direct reports, and set objectives/performance agreement regularly, and on time.
  • Personnel Officer monitors compliances of initial performance agreements, submission of performance assessment forms before regularization,  interim and in annual cycle requirements. 
  • Personnel Officer shall provide support and concern to all employees, not limited to evaluations also. 
  • Personnel Officer submits daily reports,  results of evaluation, or any issue or concern to Management.
Compensation & Benefits Administration including leave administration and Employee Relations
  • PO checks payroll, including proper leave administration and ensures that leave records are completed and maintained directly, including compliances on all statutory compliances with the BIR, SSS, HDMF, Philhealth and other insurances.
  • PO conducts compensation reviews and works closely with management on the best salary scale structure including other benefit programs like incentives and rewards, not necessarily monetary in nature.
Authority: Leave administration, payroll releases and bank coordinations, evaluation measures, and training facilitations.
Closely related depts.: All units (Accounting, Export, Operations, Quality Assurance, Warehouse, including Logistics (Trucking) personnel
Tools/Devices Needed: Computer with internet/data for email correspondences, preferably with good printer with scanner, office tools like pen, calculator, smartphone to call employees and other apps/facilities.
